Datuk Loy Siong Hay, a Malaysian, aged 58, is our Executive Director. He was appointed to our Board on 26 November 2020. He has spearheaded the business growth of our Group together with Dato’ Toh and Dang Siong Diang.

He is principally responsible for overseeing the day-to-day operations and implementation of the overall strategies and corporate direction of our Group. He is a member of our Risk Management Committee.

He has more than 24 years of working experience in the underground utilities industry. He graduated with a Bachelor of Engineering from the University of Malaya in 1992.

Upon graduation, he joined L&M Corporation (M) Berhad in 1992 as a Structural Engineer where he was involved in projects relating to reinforced concrete structural repair and maintenance. He then joined Concrete Products Marketing Sdn Bhd as Marketing Engineer in 1993 where he was tasked to promote concrete products. He was then transferred to Concrete Products Marketing Sdn Bhd’s parent company, Hume Industries (Malaysia) Berhad in the following year, where he was assigned to the position as Product Design Engineer in charge of concrete product design and production activities.

In 1996, he left Hume Industries (Malaysia) Berhad to join Mega Concrete Sdn Bhd as a Factory Manager and was responsible for setting up a concrete product plant, overseeing and managing daily production operations, including implementing systems that led to this concrete product plant being certified ISO 9002 compliant during his tenure at this company. In 1997, he left Mega Concrete Sdn Bhd and joined Mersing Construction & Engineering Sdn Bhd as a Project Manager and was tasked to manage the pipe jacking and HDD underground utility projects undertaken by the company. In the same year, he was promoted to the role of Project Director and continued to be responsible for the overall delivery of construction projects undertaken by the company. He was also appointed as an initial director of Guide Drill Sdn Bhd in a non-executive capacity. In 2002, he left Mersing Construction & Engineering Sdn Bhd and joined Guide Drill Sdn Bhd, where he became actively involved in the daily operations of the company as an executive director.

He left his executive role in Guide Drill Sdn Bhd and joined MNSB in 2007 as a General Manager, where he was involved in business development activities, overseeing daily operations as well as project management of the company’s underground utilities construction projects. In 2012, he became a shareholder of MNSB and was appointed as Executive Director of MNSB in the following year. He was re-designated to his current position in our Group in November 2020.
